Josh Soper, Of Counsel, joined BEH in 2022 and brings a wealth of knowledge and experience in municipal law matters to the firm. He has spent over a decade as in-house counsel for local governments in Oregon, including serving as county counsel for Coos County, and most recently, as city attorney for the City of Sherwood.

Josh has extensive experience working with a broad range of municipal law issues, including public records, public meetings, elections, public contracting, real property, tort liability, labor and employment, government ethics, risk management, urban renewal, and constitutional law. He has also served as a municipal court prosecutor and has drafted ballot measures, charter provisions, ordinances, policies, regulations, intergovernmental agreements, and contracts. His practice at BEH is particularly focused on land use issues, including legislative drafting, hearings and appeals, and general advice.

Josh attended the University of Michigan in Ann Arbor for his undergraduate degree, and earned his J.D. from Lewis and Clark Law School.  He lives in Damascus with his family, and is passionate about spending time outdoors, music, and the Michigan Wolverines.
