Emily Matasar, Senior Associate, has experience in both legal and policy work.  She came to BEH in 2020 from the Governor’s General Counsel Office, where she worked on issues related to public records, transparency, government ethics, extradition, clemency, and judicial appointments.  She also shepherded several bills through the Oregon Legislature over multiple legislative sessions, working closely with agency staff, stakeholders, and legislators.  Before that, Emily clerked in the U.S. District Court for the District of Oregon for the Honorable Anna J. Brown and Marco A. Hernández.

Emily is a native Oregonian.  She attended the University of Michigan in Ann Arbor for her undergraduate degree, and earned her J.D. from Lewis and Clark Law School.  She hates to exercise but loves to play sports, including soccer, skiing, tennis, biking, and anything on the water. She also enjoys spending time with her family and her tiny rambunctious dog.
